Cyle Larin can officially suit up for Sunday’s clash against New York City FC after his red card on New York Red Bulls midfielder Sacha Kljestan was rescinded Wednesday.

Orlando City SC President Phil Rawlins and MLS announced that the rookie striker is cleared to play because an Independent Review Panel, comprised of one individual from the U.S. Soccer Federation, the Canadian Soccer Association and the Professional Referees Organization, unanimously agreed to overturn Fotis Bazakos’ red card decision.

In the 32nd minute of Saturday’s contest, Larin tackled Kljestan, who stayed down after the challenge, and after appearing to consult with fourth official Ted Unkel, Bazakos gave Larin his marching orders. Orlando City would end up losing, 0-2.

Orlando City meets NYCFC on Sunday at Yankee Stadium (2:30 p.m., FOX Sports 1).

FC DALLAS SIGN EZEQUIEL CIRIGLIANO ON LOAN FROM RIVER PLATE

Thanks to the new Targeted Allocation Money, FC Dallas has a new Argentine midfielder.

FC Dallas announced Wednesday that it had signed Ezequiel Cirigliano on loan from Argentine powerhouse River Plate, using the help of Targeted Allocation Money (TAM) — which gives each club in MLS $100,000 every year for the next five years in order to improve upon its respective roster outside of the salary budget.

“(Cirigliano) is a ball winner. He’s physical and aggressive, but he’s also skilled and can find someone at the point of attack 40 or 60 yards away,” FC Dallas technical director Fernando Clavijo told the team’s website. “I think he’s going to complement what we have in place. We were looking for someone young who we could build around and have for many years. We did that with Fabian (Castillo), Mauro (Diaz), all of our younger players. This team is getting younger and younger, but at the same time getting better and better.”

The 23-year-old midfielder has appeared 61 times for River Plate since 2010, and in the 2013-14 Serie A season, he made 12 appearances as a substitute for Hellas Verona.

DISCIPLINARY COMMITTEE SUSPENDS TECHERA, FINES HEATH AND MORE

The Vancouver Whitecaps will be without Cristian Techera Sunday after the MLS Disciplinary Committee handed the midfielder a one-game suspension.

He was suspended for violent conduct on Portland Timbers midfielder Diego Chara in the 93rd minute of Saturday’s 1-1 draw.

He, along with Orlando City head coach Adrian Heath, Seattle Sounders midfielder Thomas and Montreal Impact assistant Enzo Concina, were all fined by the committee as well.

BRADFORD JAMIESON REPLACES JORDAN ALLEN ON HOMEGROWN ROSTER

Due to a right hamstring injury, one U.S. Men’s Under-20 National Team star is replaced for another.

Jordan Allen will not be a part of Landon Donovan’s 22-man roster for the MLS Homegrown Game against Club America’s Under-20 team July 28 (9 p.m., MLSsoccer.com), but LA Galaxy forward Bradford Jamieson IV will be.

The 18-year-old has made six appearances and scored once for the MLS side in 2015.

EARTHQUAKES FALL TO MANCHESTER UNITED IN ICC

It wasn’t the best of nights for MLS teams in the International Champions Cup.

While the LA Galaxy lost to Barcelona, 1-2, the San Jose Earthquakes had difficulties of there own in trying to suppress a fresh-faced Manchester United squad Tuesday evening.

Juan Mata opened the scoring for the English Premier League giant, while Memphis Depay and Andreas Pereira scored the other two for Manchester United. The Earthquakes did get on the scoreboard, tough, as Shea Salinas combined with rookie Fatai Alashe, who tucked home the chance from around the six-yard box.

In Tuesday’s other ICC matchup, Paris-Saint Germain took it to Fiorentina, winning, 4-2, at Red Bull Arena. Blaise Matuidi, Jean-Kevin Augustin and Zlatan Ibrahimovic were the goalscorers for PSG, while Giuseppe Rossi and Joaquin netted for Fiorentina.

TIMBERS 2 DEFEAT EPL CLUB NEWCASTLE UNITED

Tuesday night at Providence Park, David beat Goliath.

In a wild 4-3 affair, USL side Portland Timbers 2 took down English Premier League side Newcastle United.

Georginio Wijnaldum got things going for the visitors, but T2 reeled off tree goals before halftime, one each from Fatawu, Anthony Manning and Taylor Peay. Then, Nick Besler gave the underdogs the 4-1 advantage.

Rolando Aarons scored two goals in the waning moments for Newcastle, but Timbers 2 held on for the friendly victory.

  1. I like the signing in theory…I would really have liked a young player of his stature on a permanent move, and maybe that’s still a possibility (Clavijo’s comment seems to suggest it is). He looks like exactly the type of player that Ulloa is trying to be, and Acosta is being molded into. 61 appearances for River is nothing to scoff at for a 23 year old, he should help give us both a more settled D-mid pair and will help ease the pressure on Mauro and to a lesser extent Fabian for creativity..

Texeira has shown me more recently than I’ve seen from him since we signed him, but he’s obviously not working out. On top of that, he’s making a mint and that money could be used much more wisely/effectively.
